Currently there is no distinction between a new puzzle type and a new variant in terms of labels/tags.
The "New" label is a difficult matter in any case. The point is that this one label will lose its meaning over time, since a new puzzle type or variant might become an established one at some point. This means, authors would either have to adjust their labels in time (which, I guess, cannot be taken for granted), or we would have to accept that the label is only significant as a historical marker.
This issue is still under discussion on our side.
