If the puzzle is worth more points than the penalty, your solution will be accepted, irrespective of whether it is correct or not. If it is indeed correct, fine - you get the puzzle points minus time penalty, improving your score. However, if it is not correct, you might indeed end up with -5 for a wrong solution and -x time penalty; otherwise risk-free guesses might be possible, for example in the cross-word puzzle.
In short: Whenever a correct solution would improve your score, an incorrect solution will yield -5 and (if it's late) a time penalty.
