I did my registration, found the forum, logged me in, tried to post
but nothing happened. Is this forum still under construction? or reserved for administration and moderators?

My question to Rotational Sudoku (instruction OAPC 4; 25-28.):
in all regions of the example there is no repeated digit;
happens this by chance or is this rule not explicitly mentioned?
