I think this is possible and perhaps not a bug. First, the rating for individual puzzle types changes 20x faster than the overall rating. Second, the rating goes down less if your score is already lower. A 0-score impacts a 1500 rating more than it would a 1400 rating. So a low score on a new puzzle type has more impact on the individual puzzle rating (1500) than on the overall rating (less than 1500).
