which one to use depends on the type of puzzle.
How to actually go about setting also depends on the type. If you have extremely restrictive rules, you might need to find a solution first and then find a way to get to it, but in most other cases you just put clues in the empty grid, solve as far as you can, then add more clues, rinse and repeat, and remove some of the clues if the puzzle turns out impossible or you don't like part of what you did.
Hopefully I'm replying correctly - I've very unfamiliar with this website. Thank you very much I was able to find Sudokumaker and have been able to make the puzzle
