I'm obviously biased here because I made one of these puzzles but I think it would be a shame if they were not allowed. The fog mechanic is one of the most innovative things I've seen in the world of sudoku and allows for all kinds of cool new interactions and types of logic that weren't available before because you can obscure information.
If it's decided they're not allowed then I'll deactivate my current fog puzzle and publish future ones elsewhere, but seeing as mine has over 230 solves, a 93% rating and a lot of positive comments (some of which hoping for more of these puzzles) I think all that would accomplish is making it harder or impossible for users of your website to find these types of puzzles!
I understand the reasoning and concern, but I would argue there's not a problem as long as the author provides a way for anyone to be able to solve it the way it's meant to be solved (even if that is an external link).
