In 8.6 Twilight Tapa, we can have 2x2 unshaded region correct?

Yes. The "no 2x2" rule still applies for shaded cells only.

Yes. Likewise for Cave or basically any other shading puzzle. As long as all cells can be clearly recognized as (one colour) or (other colour), a solution will be accepted.

8.9 and other pentomino puzzles:
is it ok to shade one pento, to write for another pento for example yyyyy in five adjacent cells and connect five other cells with lines for a third pentoregion?

This is borderline. Generally, you can choose any notation you want, but we require one notation used consistently throughout the puzzle. If in your example all pentomino cells are marked and all marked cells are indeed pentomino cells, then we will probably accept it. However, if you mark pentominoes in three different ways and additionally mark empty cells as well, your solution will probably not be accepted.
