Each number wants to have its own permit. In the competition puzzle, clue cells will have at least two cells between them, so it is not possible to get two different clue numbers in the same cell.

Do I assume correctly that regions can have the same size? In the example all regions have a different size.

And can there be an empty circle with no adjacent shaded cell (sum=0)?

Yes to both questions.

An empty circle contains no information at all, it is basically just a cell that can't be used.
