This just refers to the location of the patch in the grid, not the orientation of the patch when placed, right? For example, if there was a square patch, it wouldn't need to have a different orientation for each puzzle.

Both the location and the orientation of each patch will vary.
Look at the example. Each patch is twice on the left and twice on the right, and also twice in "upright" position and twice rotated by 180°. You can expect something similar in the competition puzzles.
Also, there will be no square patches - in fact, the patches have no symmetry at all. The orientation of each patch will be clear from the beginning, you will not have to find out during solving.
